Maxine is higher than Cobra. She founded the Joy of Satan. We don't need to "hear from the Astral" when we can use common sense. Cobra wouldn't have time to be the highest God on Earth, with all of the Earth-based work needing to be done; likewise with Maxine, she was so busy. Now she's focussing on her advancement.
